I am a novice painter. The pic here shows some some brush strokes. How can I do this with oil paint?

It looks as if different colours were taken on a large brush [i.e white and dark blue] and then those colours were spread by doing long light swoops. Alternatively the colours could have been applied before going over with a large brush. Sometimes a transparent [liquid] is applied before which makes the streaking effect easier.How do I paint brush strokes like these ?
Start with the lightest color first, white or off white over the whole area Once that is done pick up the blue etc.on a wider flat brush 1/2 to 1'' wide. Hold brush approx. 10 degrees angle, touch and bring brush down at an angle, swoop from right to left and as you swoop down lighten up the brush so it barely leaves any paint . Then use a clear over that if you wish or not. It is also a good way to learn how to do waves in an ocean painting.
Remember this, practice makes perfect.
You need to lightly swish the brush back and forth and barely apply pressure.
I would try using a fan brush. They help make wide sweeping strokes.
